Britain and America have announced a key bilateral deal that will ensure no levies on British medicine products going into the American market.

Key Provisions of the Deal

Under the terms of the agreement, the UK has pledged to increase spending on drugs through the public health system. This move secures that duties on these crucial products will remain at nothing for a duration of the next three years.

This agreement comes after recent warnings to dramatically increase tariffs on patented pharmaceutical products, with increases floated reaching one hundred percent.

"This deal between the United Kingdom strengthens the global environment for new treatments and introduces much-needed fairness to U.S.–U.K. drug exports," an announcement noted.

Commercial Impact

Medicines constitute one of the the United Kingdom's most significant exports to the US, which is clearly the largest destination for leading British pharmaceutical firms.

Trade data reveal that in the one-year period to the end of last September, the UK sold drugs worth billions to the US. This amount accounted for 17.4% of total UK exports in that period.

"This deal protects employment, boosts investment and sets the stage for the UK to establish itself as a global hub for life sciences," the Business and Trade Secretary commented.

Detailed UK Commitments

The agreement includes several key pledges from the United Kingdom:

  • Revised Affordability Limit: The UK will increase the affordability limit at which it deems new medicines to be unaffordable by 25%.
  • Increased NHS Spending: There is a target to double overall public funding on treatments from 0.3% of Gross Domestic Product to 0.6 percent over the coming ten years.
  • Rebate Cap: The percentage manufacturers must return to the NHS to stay within budget will be limited at fifteen percent. Last year, refunds were more than 20%.

Broader Context

This agreement takes place against a ongoing row between the sector and the British authorities over medicine costs and regulatory access.

The disagreement were intensified by claims that US customers were paying a premium for the equivalent treatments than consumers in the UK and Europe.

Recently, several large pharmaceutical investments in the UK have been halted or scrapped, while multi-billion-dollar funding commitments have been pledged toward US facilities.

One official stated that the NHS had to increase expenditure on medicines, noting that its budget allocation on drugs had decreased as a proportion of its resources over the last ten years.
