A funding package that would end the most extended federal closure in the nation's history is heading to the House of Representatives for a critical decision on Wednesday.

On the sixth week of the legislative standoff, congressional members are coming back to Washington to decide whether to pass a Senate package that would fund public services for two months.

GOP leaders voiced optimism the budget proposal would pass through the lower chamber, despite their tight margin. But top Democrats promised to vote against it.

"We're reopening our nation," he announced on the previous day at a military commemoration in the DC area. "Never should have been halted."

Consequences of the Funding Lapse

The closure, which began on 1 October, has caused a government employees unpaid, halted food stamps for those in financial need, and disrupted air travel for flyers ahead of the November celebration.

With nearly 1,200 flights cancelled on yesterday as furloughed aviation staff report illness because of the funding deadlock, congressional representatives are finding other ways to travel to DC.

Voting Timeline

The legislative panel approved the measure in a political party ballot by eight to four in the late night session of the voting day, capping a extended meeting.

Republicans on the panel rejected Democratic amendments aiming to continue ending healthcare support - their primary requirement during the standoff.

The legislative body is scheduled to reassemble at 4 PM Eastern (21:00 GMT) to hold one hour of debate on the proposal before a vote.

Opposing View

Opposition chief the New York representative of New York pledged to oppose the bill.

"We're strongly opposed as the minority party to this careless majority action to keep elevating the expensive lifestyle on working families," he stated to CNN.

The minority representative has voiced disappointment with the upper chamber minority who sided with the majority party on Monday night to approve the funding measure.

Key Issues

A key condition of minority members during the closure has been that GOP lawmakers add to the budget legislation a measure to prolong tax credits that make medical coverage more affordable for a significant population.

But Republicans stayed united and declined to compromise, accepting solely allow a vote in December on the insurance support, a proposal they had made earlier.

And there is no guarantee that measure will get through the upper chamber, while House Speaker Mike Johnson has still not guaranteed a vote on the tax credits in his legislative body.

Voting Calculations

The House leader has maintained congressional recess for nearly two months to pile pressure on the upper chamber minority to agree a shutdown compromise.

Before Wednesday's vote he will swear in the incoming legislator Adelita Grijalva, a member of the opposition who won a special election in last month.

When she finishes the oath of office, the majority party margin in the chamber will be whittled down to a five-vote margin – 219-214.

That signifies Johnson can only afford to lose two Republicans on any party-line vote.

Economic Considerations

The funding measure places the national administration on path to maintain increasing about nearly two trillion dollars (£1.4tn) a year to its $38 trillion in government obligations.

But Chip Roy of his home state said he was "uninformed about resistance of significance" to the legislation from spending watchdogs in his House Freedom Caucus.

Possible GOP dissenters Thomas Massie of the Bluegrass State or the potential dissenter of her district have remained tight-lipped so far on how they plan to vote.

But if they ultimately defect from the party, the legislative leader could still get the bill over the line with the support from pragmatic minority representatives, such as the Maine representative of the Pine Tree State or the Texas Democrat of Texas.

Electoral Consequences

Both major parties appears to have emerged politically unscathed from this congressional crisis.

Opinion polls indicate citizens feel the GOP shoulder slightly more of the blame, while minority members were sharply divided by the legislative gamesmanship.

And after the funding gap ends, budget writers have just two months to avoid the subsequent closure.

Federal appropriations would next be due to expire on the end of next month.
